Abstract
This chapter delves into the global and Russia’s concerns about population ageing and the key features of age-friendly settlements. The chapter aims to explore whether the current governmental programmes and practices in handling city settlements consider the needs of people with limited mobility and older people and promote healthy ageing. Through critical analysis and discussion of existing state programmes and research within the context of Russian settlements, the chapter aim to address these questions. Overall, the findings suggest that the country needs to put in more effort to create safe spaces for people in later life. While there is a substantial body of research on this topic regarding urban areas, there is a lack of research on rural areas. Additionally, settlement planning is not a primary focus of the current Russian governmental strategy on ageing, although it is still considered in other state programmes and documents.
