Tiivistelmä
The public sector has experienced stagnation in productivity and development concerning data utilization throughout the recent years. The underlying reasons behind the weak improvements in this sector include a lack of data management processes, poor definition of data, and change management, as well as prevailing change resistance within the sector. Data standardization is one way to improve these issues. This research aims to investigate the characteristics of data standardization, the current data usage in the case organization, and finally provide a refined data management process and determine the next steps for improving data standardization in the case organization.
To achieve the research objectives, an action research method was conducted. The literature review provided a basis for the review and focused on data management, data harmonization, change management, and organizational management, which were identified as crucial topics throughout the study. Common issues associated with data standardization occur especially in data management and change management, as found also through the study. The results of the study provide a comprehensive analysis of the case organization’s current state. The refined data management process for improving data standardization requires change management, better definition of processes and data, better data management, and continuous systematic development. Additionally, the findings offer valuable insights into the overall benefits of data standardization and serve as a useful reference for other organizations facing similar challenges in their efforts of effective data standardization.
