Tiivistelmä
This thesis studies the public procurement of information systems, aiming to explore how the efficiency and effectiveness of the procurement process can be enhanced. The study is structured around a comprehensive literature review on public procurement and specifically the public procurement of information systems. This is followed by a detailed description of the research methodology, presentation of empirical research results, and a discussion of the study's contributions.
The primary research question examines the key factors that contribute to the success of public procurement of information systems. Sub-questions address the challenges encountered in public procurement of information systems, the role of requirement specifications in the procurement process, and strategies to improve the quality of outcomes in public procurement.
A qualitative research method is engaged, utilizing semi-structured interviews to collect empirical data. The analysis of these interviews reveals critical insights and key findings. The thesis concludes by identifying gaps in the current research and offering suggestions for future research topics to further enhance public procurement practices.
